Indonesia and China have maintained their bilateral relation on science, technology and higher education (STHE) since 2011. Many achievements have been made in this area and it was reemphasized again with the signing of several agreements, during the 2nd High Level People-to-People Exchange Mechanism (HLP2EM) Indonesia-China, in Guiyang, Guangzhou, RRT, August 1, 2016.
In the efforts of preparing the 3rd HLP2EM in Indonesia, as well as the 5th Joint Committee Meeting, on March 9th, 2017, HE Minister Prof. Mohamad Nasir, received the courtesy visit of HE Mr. Xie Feng, Ambassador of the People of the Republic of China (PR China) to Indonesia. Attending the meeting were also Secretary General, Prof. Ainun Naím; Director General of Academic Learning and Student Affairs, Prof. Intan Ahmad; Nada Marsudi and Windie Nababan, Thursday, March 9th, 2017.
HE Minister Prof Mohamad Nasir informed the meeting that up to now, there are five agreements that have been established with the PR China, including two are related with higher education, on the scholarship and mutual recognition programs, where the other three are related with the joint laboratories on Biotechnology and High Temperature Gas-cooled Reactor (HTGR), Indonesia China Transfer Technology Center (ICTTC), and Scientific Exchange Programs. These agreements have been signed since 2015, and up to now, both Countries acknowledge the progress that have been made in the last two years.
Scholarship program. HE Minister Nasir appreciated 55 (fifty five) numbers of scholarship for the Indonesian Ministry of Research and Technology (MoRTHE), even though due to a very limited time, the MoRTHE just filled out 32 quotas.
HE Ambassador Xie Feng, then explained that the total of Chinese scholarship for Indonesia in 2016 were 187 quotas, which were distributed to all over Indonesia. This number will be increased up to 197, in 2017, and it is for under- and postgraduate scholarships. The fields of studies are varied, among others for energy, medical, agriculture, and law. At present, it is estimated that around 14.000-s Indonesian students are studying in PR-China, while around 600-s Chinese students are studying in Indonesia.
In addition, HE Ambassador Xie Feng also explained that Indonesia and PR China also established the University-to-University (U2U) cooperation with six Indonesian universities, for example Beijing University with Universitas Indonesia (UI), TsingHua University and Institut Teknologi Bandung (ITB). HE Ambasador Xie Feng also mentioned that some Chinese Universities also established cooperation with Universitas Negeri Yogyakarta (UNY). Then he requested the kindness of the MoRTHE to review the visa process for the Chinese people who will conduct research, lecture as well as research in Indonesia, as its process is considered challenging.
Scientific collaboration. Responding to the explanation, HE Minister Nasir really appreciated the generosity provided by the PR China and Chinese efforts in maintaining the STHE collaboration with Indonesia. He also added that in addition to the cooperation between Chinese partners with universities; the bilateral scientific cooperation with the Non-Ministerial R&D Agencies (LPNKs) should be more empowered. The Indonesia and China cooperation with BPPT, BATAN, like the programs of joint laboratories on (i) Biotechnology with BPPT, as well as (ii) HTGR with BATAN; must be realized and implemented well, before the 3rd HLP2EM in Indonesia, November 2017.
Bilateral traditional medicine cooperation is also considered as a priority scientific program of two Countries, which can be strengthened more in the future. In the field of transportation, HE Minister Nasir also expressed Indonesian interest in learning ‘High speed railway train’, a cooperation between BPPT and the Chinese partner.
In the next opportunity, HE Minister Nasir wished to visit (i0 the Nanjing Institute of Railway Technology, as ‘Transportation’, is one of the seventh research focus areas for Indonesia; (ii) Chinese HTGR research center in TsingHua University, and (iii) other research and development facilities in PR China.
