The Energy and Manufacturing Research Organization (EM RO) of the National Research and Innovation Agency (BRIN), is one of 12 Research Organizations (ROs) officially formed within BRIN. This is in accordance with BRIN regulation regarding duties, functions, and organizational structure of research, as stipulated on 25 February 2022, and promulgated on 1 March 2022.

Head of BRIN EM RO, Haznan Abimanyu, in an online and offline discussion with Energy and Manufacturing community, Thursday (17/3), conveyed that the composition of research human resources in the EM RO is 709 employees.

“Currently, the total number of employees with doctoral degrees is around 16 percent, and the majority 43 percent have master’s degrees,” he said.

Responding to this condition, Head of BRIN, Laksana Tri Handoko, hopes that the EM RO prioritize the competence of its research human resources. “Every BRIN employee has the right to continue his/her education up to doctoral degree, regardless of age, through the degree by research program, provided that the employee concerned has been accepted at a university that cooperates with BRIN,” he explained.

Handoko added, BRIN also created an affirmation program for researchers to strengthen human resources. Besides being able to continue their education, researchers can also access the visiting professor and post-doctoral program.

According to him, BRIN has the function to serve researchers throughout Indonesia through various competition schemes from BRIN deputy.

“At BRIN, everyone competes, whether it is internal BRIN, universities, the private sector or the industry, so that we do not fall into the trap of minding our own research,” said Handoko.

For Handoko, EM RO is a challenging thing because it is related to industries or the private sector. “EM RO is very challenging, because for now it needs something new and we do not know where to direct this research. This RO must be able to sharpen the direction of research, distinguish what is the realm of research and what is not. The government’s task is to facilitate the private sector to develop a new economy,” he explained.

He also said that the target of BRIN’s research is novelty in the form of intellectual property such as industrial licenses. For example, for process technology, methods, or product components.

“We do not make final products or build factories, because we are not the experts, let the private sector do it,” said Handoko.

Researchers, continued Handoko, must be able to instil trust and confidence from the industry in the products made. The produced products must have an element of novelty.

“From industries that want to collaborate, it is hoped that there will be licenses and royalties for researchers in the amount of 30 percent,” said Handoko.

The EM RO’s most important task at this time is to prepare its research activity program. Responding to the challenge of the Head of BRIN, Haznan said that currently EM RO has 157 titles of research activities from various fundings.

“In accordance with the directives of the Head of BRIN, we and the team will immediately sharpen the program and perform cost benefit analysis of each activity,” he said.

This aspect of profit and loss calculation analysis is important to consider in any research collaboration. “In working with partners, we will negotiate such as for the goods grant scheme. If the operational cost is high and less contribution to the economy, it would be better not to continue the cooperation,” added Haznan.

He stated that there are a number of potentials as well as challenges in this RO, namely to compete in the future, direct research activities that support the national energy and manufacturing industries. “EM RO has great potential to generate real economic value,” concluded Haznan.

Haznan presented the current condition of EM RO. The Energy and Manufacturing RO consists of 7 research centers located in Serpong, Bandung, Yogyakarta and Surabaya.

The seven Research Centers (RC) are Energy Conversion and Conservation RC, Transportation Technology RC, Industrial and Manufacturing Technology RC, Structural Strength Technology RC, Hydrodynamics Technology RC, Testing and Standards RC, and Sustainable Production Systems and Life Cycle Assessment RC.

“Each RC has been appointed as acting head of Research Center overseeing 87 Research Groups,” explained Haznan, who was inaugurated as Head of EM RO on March 4 (esw, adl/ed: tnt).
